第一条 名称
嘉兴首席数据官联盟（以下简称“联盟”），英文名称为Jiaxing Chief Data Officer Alliance（JXCDOA）。
第二条 性质
联盟是在嘉兴市经济和信息化局和嘉兴市大数据发展管理局指导下，由企业单位、科研机构、行业协会等自愿发起的非营利性、专业化的社会组织，旨在推动数据要素价值释放与数字化转型，推动嘉兴企业在数据管理、治理 、分析、运用及人工智能大模式建设，为企业生产管理更上一个新台阶起到辅助作用 。
第三条 宗旨
1.贯彻国家及省市数据发展战略，推动《数据二十条》等政策落地；
2.搭建企业与联盟和政府之间的数据协同平台，促进数据资源开放共享与合规流通；
3.提升企业数据治理能力，培育高水平数据人才队伍；
4.推动产业数字化创新，助力嘉兴数字经济高质量发展。
第四条 办公地点
联盟秘书处设在嘉兴市智慧产业园， 地址：嘉兴市昌盛南路36号智慧产业园B座706室
第二章 主要任务
第四条 核心职能
1.政策对接：协助政府制定企业数据管理标准，推动DCMM（数据管理能力成熟度评估）贯标及企业CDO制度建设；
2.能力建设：组织数据治理、数据安全、数据分析等专题培训，提升会员数据管理能力；
3.资源整合：建立数据共享平台，推动跨行业数据融合与创新应用；
4.行业研究：开展数据要素市场化配置、数据资产化等方面的探索，发布相关政策行业动态；
5.生态服务：协助企业申报数据类项目申报，对接技术及投融资资源。
第六条 活动形式
定期举办数据沙龙、案例研讨、跨区域考察、走访企业等活动，打造“CDO之家”交流平台。
第三章 会员管理
第七条 会员类别
1.单位会员：在嘉兴市注册的企事业单位、科研院所等，需具备法人资格及数据管理需求；
2.个人会员：企业首席数据官、数据领域专家及学者。
第八条 入会程序
1.提交申请表及相关资质证明；
2.秘书处初审后提交理事会审议；
3.通过后颁发会员证书并公示。
第九条 会员权利
1.参与联盟决策，享有选举权与被选举权；
2.优先获取政策解读、培训资源及合作机会；
3.免费参加联盟相关活动。
第十条 会员义务
1.遵守章程，执行决议；
2.维护联盟声誉，积极参与活动；
3.定期提交数据管理实践案例。
第四章 组织机构
第十一条 理事会
1.由会员单位选举产生，设理事长1名、副理事长若干；
2.负责制定年度计划、监督章程执行、审议重大事项 。
第十二条 秘书处
1.设秘书长1名，由理事会任命；
2.负责日常运营、活动组织及对外联络。
第十三条 专家委员会
聘请数据领域专家，为政策制定、技术攻关提供智库支持。
第四章 保障机制
第十四条 经费来源
1.通过相关的活动及培训获取收益；
2.政府专项补贴；
3.社会捐赠及合作项目收益。
第十五条 章程修订
需经三分之二以上理事表决通过，并报主管部门备案。
第五章 附则
第十六条 生效时间
本章程自2025年3月7日起实施，解释权归联盟理事会。
Chapter 1 General Provisions
Article 1 Name
Jiaxing Chief Data Officer Alliance (hereinafter referred to as the "Alliance"), with the English name Jiaxing Chief Data Officer Alliance（JXCDOA）。
Article 2 Nature
The Alliance is a non-profit and professional social organization voluntarily initiated by enterprise units, scientific research institutions, industry associations, etc. under the guidance of Jiaxing Economic and Information Bureau and Jiaxing Big Data Development Management Bureau. Its aim is to promote the release of data element value and digital transformation, and to drive Jiaxing enterprises to build data management, governance, analysis, application, and artificial intelligence models, playing an auxiliary role in taking enterprise production management to a new level.
Article 3 Purpose
1. Implement the national and provincial data development strategies, and promote the implementation of policies such as the "Twenty Articles on Data";
2. Build a data collaboration platform between enterprises, alliances, and governments to promote open sharing and compliant circulation of data resources;
3. Enhance enterprise data governance capabilities and cultivate a high-level data talent team;
4. Promote digital innovation in industries and assist in the high-quality development of Jiaxing's digital economy.
Article 4 Office Location
The Secretariat of the Alliance is located in Jiaxing Smart Industry Park, at Room 706, Building B, Smart Industry Park, No. 36 Changsheng South Road, Jiaxing City
Chapter 2 Main Tasks
Article 4 Core Functions
1. Policy docking: Assist the government in formulating enterprise data management standards, promote the implementation of DCMM (Data Management Capability Maturity Assessment) standards and the construction of enterprise CDO systems;
2. Capacity building: Organize specialized training on data governance, data security, and data analysis to enhance members' data management capabilities;
3. Resource integration: Establish a data sharing platform to promote cross industry data integration and innovative applications;
4. Industry research: Explore market-oriented allocation of data elements, assetization of data, and release relevant policy industry trends;
5. Ecological services: Assist enterprises in applying for data projects, and connect with technology and investment and financing resources.
Article 6 Activity Forms
Regularly hold data salons, case studies, cross regional inspections, visits to enterprises, and other activities to create a "CDO Home" communication platform.
Chapter 3 Membership Management
Article 7 Membership Categories
1. Unit members: Enterprises, institutions, research institutes, etc. registered in Jiaxing City must have legal personality and data management requirements;
2. Individual members: Chief Data Officer of the enterprise, experts and scholars in the field of data.
Article 8: Membership Procedure
1. Submit the application form and relevant qualification certificates;
2. After the initial review by the Secretariat, it shall be submitted to the Council for deliberation;
3. After passing, issue a membership certificate and make it public.
Article 9 Membership Rights
1. Participate in alliance decision-making and enjoy the right to vote and be elected;
2. Prioritize obtaining policy interpretations, training resources, and cooperation opportunities;
3. Free participation in alliance related activities.
Article 10 Member Obligations
1. Comply with the articles of association and implement resolutions;
2. Maintain the reputation of the alliance and actively participate in activities;
3. Regularly submit data management practice cases.
Chapter 4 Organizational Structure
Article 11: Council
1. Elected by member units, with one chairman and several vice chairmen;
2. Responsible for formulating annual plans, supervising the implementation of the articles of association, and reviewing major issues.
Article 12 Secretariat
1. One Secretary General shall be appointed by the Council;
2. Responsible for daily operations, event organization, and external communication.
Article 13 Expert Committee
Hire experts in the field of data to provide think tank support for policy formulation and technological breakthroughs.
Chapter 4 Guarantee Mechanism
Article 14: Source of Funds
1. Obtain profits through relevant activities and training;
2. Government special subsidies;
3. Social donations and profits from cooperative projects.
Article 15 Revision of Articles of Association
It needs to be approved by more than two-thirds of the directors and reported to the competent department for filing.
Chapter 5 Supplementary Provisions
Article 16 Effective Time
This constitution shall come into effect on March 7, 2025, and the interpretation right belongs to the Alliance Council.
