一、介绍

嘉兴首席数据官联盟（以下简称“CDO联盟”）成立于2025年3月7日，在嘉兴市经济和信息化局和嘉兴市大数据发展管理局指导下，由企业单位、科研机构、行业协会等自愿发起的非营利性、专业化的社会组织，嘉兴数软信息技术有限公司是嘉兴首席数据官联盟运营主体，承担CDO联盟日常运营工作。

CDO联盟旨在推动数据要素价值释放与数字化转型，推动嘉兴企业在数据管理、治理 、分析、运用及人工智能大模式建设，为企业生产管理更上一个新台阶起到辅助作用。是嘉兴地区推动数据要素市场化配置、深化数字化转型、助力可信数据空间建设的重要协同平台。

CDO联盟以“整合资源、汇聚智慧、服务发展”为宗旨，汇聚政府、企业、高校、科研机构等多方力量，构建政产学研用一体化的数据生态体系，为嘉兴乃至长三角地区的数据治理、价值挖掘与产业创新提供核心支撑。

为首席数据官（CDO）们建立一个全方位的数据交流平台，促进CDO们在数据领域自由交流和互助，共享CDO知识和经验，探索数据治理的科学路径，推动企业更精准、安全、高效、持久的挖掘数据价值。不断提升CDO们的社会影响力和所在企业的价值力，助力企业数字化转型业务快速发展。

二、背景历史

CDO联盟前身为嘉兴首席信息官联盟（以下简称“CIO联盟”），是在2012年成立的嘉兴CIO俱乐部的基础上发展起来，嘉兴数软信息技术有限公司为CIO联盟运营主体，由嘉兴市经济和信息化局及浙江省数字经济联合会共同指导的非盈利性社会组织。CIO联盟现有会员企业300多家企业，主要由嘉兴的大型企业、上市企业和知名企业的CIO组成，覆盖嘉兴市五县二区的企业，并与各县市的信息化协会相互合作。

现拥有数百家联盟会员单位，覆盖嘉兴龙头制造企业、技术服务商、学术机构三类主体，代表性单位如下：

四、使命与定位

搭建高效协作平台：通过政策研讨、技术交流、案例分享等形式，促进跨领域资源整合与经验互通；

推动数据治理标准化：联合国际数据管理协会（DAMA大中华）等权威机构，引入全球数据管理标准（如CDMP认证），提升本土数据管理能力；

培育高端数据人才：依托DAMA大中华区嘉兴培训基地、考点设立，推动数据管理人才培养，深化政产学研融合，标志着本土人才接轨全球数据管理黄金认证的通道正式打通，推动嘉兴数据人才评估迈向标准化、国际化；

赋能产业数字化转型：通过政策解读、技术研讨、人才培养和项目对接，推动数据资源的高效配置与价值释放，助力企业数字化转型；

助力可信数据空间建设：聚焦数据安全、隐私保护与可信技术赋能，构建安全、合规、互信的数据共享环境，推动数据要素安全流通与协同应用。

权威专家智库支撑：联盟聘任DAMA大中华主席汪广盛、浙江淏瀚信息科技董事长毛亚萍等为"数字嘉兴专家"，并组建由高校学者、企业高管、技术领军者构成的CDO联盟专家委员会，为区域数据战略提供高端智力支持；

产学研深度融合：与DAMA大中华、南湖数据产业联盟、嘉兴大学数据科学学院、嘉兴职业技术学院等机构/高校签署战略合作协议，构建"政-产-学-研"协同创新体系，推动数据科学学科建设与产业需求精准对接；

国际化认证通道：DAMA大中华辅导点/考点正式启用，打通本土人才接轨全球黄金标准的通道，推动数据管理人才评估标准化、国际化；

Leading innovation in data governance and empowering the construction of digital Jiaxing

1、 Introduction

The Jiaxing Chief Data Officer Alliance (hereinafter referred to as the "CDO Alliance") was established on March 7, 2025. It is a non-profit and professional social organization voluntarily initiated by enterprise units, scientific research institutions, industry associations, etc. under the guidance of the Jiaxing Economic and Information Bureau and Jiaxing Big Data Development Management Bureau. Jiaxing Shuruan Information Technology Co., Ltd. is the operating entity of the Jiaxing Chief Data Officer Alliance and undertakes the daily operation work of the CDO Alliance. The CDO Alliance aims to promote the value release and digital transformation of data elements, and to assist Jiaxing enterprises in data management, governance, analysis, application, and the construction of artificial intelligence models, taking production management to a new level. It is an important collaborative platform for promoting market-oriented allocation of data elements, deepening digital transformation, and assisting in the construction of a trustworthy data space in Jiaxing region.

The CDO Alliance aims to integrate resources, gather wisdom, and serve development, bringing together various forces such as government, enterprises, universities, and research institutions to build an integrated data ecosystem of government, industry, academia, research, and application. It provides core support for data governance, value mining, and industrial innovation in Jiaxing and even the Yangtze River Delta region.

Establish a comprehensive data exchange platform for Chief Data Officers (CDOs) to promote free communication and mutual assistance in the data field, share CDO knowledge and experience, explore scientific paths for data governance, and drive enterprises to mine data value more accurately, securely, efficiently, and persistently. Continuously enhancing the social influence of CDOs and the value of the companies they work for, assisting in the rapid development of digital transformation businesses.

2、 Background History

The CDO Alliance, formerly known as the Jiaxing Chief Information Officer Alliance (hereinafter referred to as the "CIO Alliance"), was developed on the basis of the Jiaxing CIO Club established in 2012. Jiaxing Shuruan Information Technology Co., Ltd. is the operating entity of the CIO Alliance and is a non-profit social organization jointly guided by the Jiaxing Municipal Bureau of Economy and Information Technology and the Zhejiang Digital Economy Federation. The CIO Alliance currently has over 300 member companies, mainly composed of CIOs from large, listed, and well-known enterprises in Jiaxing, covering enterprises in five counties and two districts of Jiaxing City, and cooperating with information technology associations in various counties and cities.

We currently have hundreds of alliance member units, covering three main entities: Jiaxing leading manufacturing enterprises, technical service providers, and academic institutions. Representative units are as follows:

Manufacturing benchmark enterprises: Minsheng Group (Global Top 100 Automotive Parts), Xinfengming Group (Chemical Fiber Industry Leader), Zhejiang Wankai New Materials (Polyester Material Leader), Follett Glass Group (National Photovoltaic Glass Leader), Satellite Chemical Group (Provincial Chemical Industry Leader), Jushi Group (State owned Fiberglass Enterprise), etc;

Strategic cooperation technology service providers: Huawei Cloud, Fanruan Software, Inspur Information, Zhongxin Service, New H3C, Hikvision, Yonyou Software, Huarui Information, etc;

Universities and industry associations: School of Data Science of Jiaxing University, Internet Research School of Jiaxing Vocational and Technical College, Jiaxing Nanhu Data Development Group, Jiaxing Nanhu Laboratory Technology Holdings, Jiaxing Wennuo Financial Big Data Technology Research Institute, Nanhu Data Industry Alliance, etc.

4、 Mission and Positioning

Building an efficient collaboration platform: promoting cross disciplinary resource integration and experience sharing through policy discussions, technical exchanges, case sharing, and other forms;

Promote standardization of data governance: collaborate with authoritative organizations such as DAMA Greater China to introduce global data management standards (such as CDMP certification) and enhance local data management capabilities;

Cultivate high-end data talents: relying on the DAMA Greater China Jiaxing Training Base and examination center, promote the cultivation of data management talents, deepen the integration of government, industry, academia and research, mark the official opening of the channel for local talents to connect with the global data management golden certification, and promote the standardization and internationalization of Jiaxing data talent evaluation;

Empowering industrial digital transformation: Through policy interpretation, technical discussions, talent cultivation, and project docking, promote efficient allocation and value release of data resources, and assist enterprises in digital transformation;

Assist in the construction of a trustworthy data space: Focus on data security, privacy protection, and trusted technology empowerment, build a secure, compliant, and trustworthy data sharing environment, and promote the secure circulation and collaborative application of data elements.

5、 Core advantages and achievements

Authoritative expert think tank support: The alliance has appointed DAMA Greater China Chairman Wang Guangsheng and Zhejiang Genghan Information Technology Chairman Mao Yaping as "Digital Jiaxing Experts", and formed a CDO Alliance Expert Committee composed of university scholars, corporate executives, and technology leaders to provide high-end intellectual support for regional data strategies;

Deep integration of industry, academia and research: Strategic cooperation agreements have been signed with institutions/universities such as DAMA Greater China, Nanhu Data Industry Alliance, Jiaxing University School of Data Science, Jiaxing Vocational and Technical College, etc., to build a "government industry academia research" collaborative innovation system and promote precise alignment between data science discipline construction and industry demand;

International certification channel: DAMA Greater China coaching/examination centers have officially been put into use, opening up a channel for local talents to meet the global gold standard and promoting the standardization and internationalization of data management talent evaluation;

Construction of Trusted Data Space: The alliance actively promotes the construction of data security and trust system, helps to build a secure and controllable data sharing mechanism, and promotes the compliant circulation and value release of government and enterprise data. Based on the foundation of Jiaxing's digital economy industry and linked with the data resources of the Yangtze River Delta, we provide solutions for government digital reform and enterprise digital transformation;

Ecological collaborative innovation: focus on data capitalization, policy planning, enterprise applications and other cutting-edge issues, regularly hold high-end seminars, promote in-depth dialogue between industry, university, research and use, and accelerate the implementation and application of data elements in smart cities, industrial Internet and other scenarios.

The Jiaxing Chief Data Officer Alliance will continue to deepen resource integration and innovation drive, with talent cultivation as the cornerstone, international certification as the bridge, and industry university research cooperation as the driving force, to promote the modernization of data governance capabilities and accelerate the release of data asset value. Focusing on cutting-edge directions such as cultivating the data element market, ensuring data security and compliance, building a trustworthy data space, and integrating artificial intelligence, we aim to write a new chapter in empowering high-quality development with data.
